Ask HN: "Net neutrality" for AI compute and memory?

Both Sam Altman and Elon Musk have mentioned the problem of scarcity of compute/dram and how local open weights models might not be the most sustainable solution.

Would something like "net neutrality" for DRAM/compute be good, or bad?

Should we allocate compute based on a dynamic market-based price mechanism? Should it go to the highest and best use? Or should whoever pays for it be able to use it for whatever purpose thyey want, whether that's curing cancer vs. talking to their AI girlfriends? Should we pass laws to ensure equal access to DRAM/compute for all?
